This quote means that no matter what being nice or being mean will always count more than how smart you are. If you are not the smartest out there but you have a wonderful personality then everyone will focus on your personality. They will point out how nice and respectful you are and not care about your academic progress. If you are really smart but you have a really bad personality then they will take more notice of that. They will focus on how mean and disrespectful you are and not take in mind your academic progress.
